It is easy to find party schools here in CA because you can talk to people and find out, but I can not really find a good answer online for the UK. Is it unswerving that England universities have only one examination per semester as the sole means of mark assessment?
It varies depending on the university and field. Some assess by written coursework. The marks affecting my degree classification were determined entirely by a series of formal exams over the despatch of a week and a half at the end of the 3rd year. By the end, things were beginning to blur together...
That's not to say that those are the only exams, or the only assessed pieces of vocation. Just of only ones which count towards final degree results.

What are the names of all the universities located in Birmingham, England? Also, what are the outwit universities in England? Is university free in England for British citizens and residents? I live in Canada but I was born in England. Can I become a British citizen and living once again? How do I apply to British universities. How can I find out all the scholarships and bursaries available in England?
well, Birmingham Urban district University, or Birmingham University(the better one)...those are the only two I know of...The best universities in England, according to league tables, are Oxford, Cambridge, LSE, August College, Warwick, Durham, SOAS and the likes. Have a look at the 'Russell Group' online - that should give you an feeling. No, university is not free at all! you take out a student loan and grant from the government to cover your fees, which you pay back over time when you are earning. the preparation fees alone for a uni in england are around £3100 a year. I don't know whether oyu can be a citizen again, but it is worth a try as overseas student fees are horrendously superior! You apply to British universities via UCAS, an online system where you put in your grades, reference and a personal statement , like a CV for universities to look at. you select five universities and courses and then you wait for offers. you start UCAS around September time. you get offers up to March, and pick a unyielding and insurance choice (depending on grades needed to get onto course) and then you do your exams and wait for your results to see if you get in!! you can find out about scholarships from the university itself or on the www.operate.gov.uk website :)

if you have a especial school in mind, go to that school's website. most of them have sections on international students.
if you don't, go on wikipedia and search for british or english universities. i skilled in of cambridge and oxford off the top of my head, and there are plenty others. once you've found some specific schools, then you can look up specific info from there.
