I don't think it's Gill Sans and I don't think it's the same as the London Underground font

If you are talking about the discussion London - it is some version of Avant Garde. The round O is a good tipoff. There are a lot of foundries and a lot of versions but it should be easy to come close-knit with faux bolding, etc.

The GLA in London was promoted by Livingstone of the Travail Party, a referendum was held to establish it in 1998 (approved by 72% of vote) - the Greater London Authority Act 1999 then passed through Parliament and received the Imposing Assent in October 1999.
The GLA is based at City Hall in London; it's responsible for the strategic administration of Greater London. ** It shares nearby government powers with the councils of 32 London boroughs and the City of London Corporation. It was created to improve the coordination between the specific authorities in Greater London, and the Mayor of London's role is to give London a single person to represent it.

When people say London they are chiefly referring to the whole of Greater London.
People refer to the City of London as 'the city' or 'the square mile'.

The Blair ministry passed special legislation just to target him, unsuccessfully. Now the Greater London Authority and the police are trying to get rid of Brian's supporters.

You are being scammed. Buzz numbers that start anything like 44 70 are regularly used in scams which originate in Nigeria...
"Scam phone numbers in the Connected Kingdom (+44):
Most "419" scams using +44 70xx numbers involve emails that are sent from Nigeria and other West African countries, not from the UK! If you see a +44 70xx party in a 419 scam email it usually means you're dealing with criminals based in Nigeria.
