Who will pay for all the police protection of the torch relay in London?

Hi. I'm fitting seeking the actual facts about this, because I can't find the answer.
r.e. all the thousands of police involved in protecting the Beijing torch relay thru London today - WHO will be paying for it and how MUCH will it expenditure? The cost must be MASSIVE.
Will China pay the policing bill, or will it be the Olympics Committee, or will it be the taxpayers of London/England?
If it'll be the London/English taxpayers level the policing bill do you think they'll reckon it was well worth forking out? Cheers.
The tax payer will pay for all the administer presence. It always does when big protests are launched.

Question regarding Somalian families in London/England?

First of let me start by saying Im winsome sure im not a racist and probably generalising.I live in London and in an area thats predominantly Somalian and i have noticed a few things that shape me think im turning into a racist. On several occasions i have seen Somalian families throw their old food out on to the street which caused a bigger rat problem in my area, I have seen teens roaming in packs trying to start fights for no reason i can concoct of, I have seen families out in public with loads of kids who run riot while the parents just act as if nothing is happening. I saw one kid who was with his mother, drinking something from a Dutch courage and then just throw the bottle out into oncoming traffic nearly causing a massive car pile up. Am i just a rasict b*stard? or am i not alone in noticing positive things. Trust me i understand that the majority cant act in this manner but this really frustrates me, not what they are doing but the fact i am bothered so much by this.

I fear reporting any of this to my council as i know all fingers will inappropriate to me and i dont want my family being a target for just standing up to something and alot of the teens around here seem to carry weapons so thanks for all the opinion again

They trouble to be acculturated. What is acceptable in one society is not acceptable in another. Hence the old proverb, "When in Rome, do as the Romans do." Social insist upon used to force immigrants to acculturate and be truly part of their adopted homeland, but with the idiotic, tongue-lolling kneel before of "diversity," people were let off the hook of trying to assimilate.
I have no good answer to this. If you say, "Let off the hook me, missus, please do not throw your old food on the street, we don't have stray dog packs here," you might get cursed out. But you could get to know your Somalian neighbors and show by criterion how to do things.
EDIT: They carry weapons?! My gosh. And there was that stabbing incident in London a few weeks back.
If you told the council, how would anyone differentiate it was you? Surely more people than you noticed it...although, I have to say, it seems to be easier for a woman to voice these complaints than for a man. From a man it seems like a challenge to fight, but if from a maid, it is not taken so fiercely.
