What's the difference between London and the City of Westminster?

What about Middlesex?

It all depends on your acutance of "London". The City of London is that area now known (simplistically) as the "Square Mile", kindest known landmarks to many would be St Pauls and the Tower of London; historically this was bounded by city walls outside of which sat a number of villages (for case, Knightsbridge, Kensington etc). Westminster was a distinct entity further along the Thames, an important city on it's own right as the main spot for many Royal residences.

In the late 17th/early 18th Century commercial pressure resulted in an expansion from the City of London, swallowing up the villages, towns and estates into a "Greater" London. This is what people now regard as of as London. This expansion meant that certain parts of existing counties (Middlesex, Surrey, Kent, Essex etc) also became part of London.

Why doesn't Westminster City Council close down the illegal sex establishments in Soho, London?

...and pull up licencing the others which are blatant con artists?

Then where would the councillors go?

Anyone have experience of challenging a parking ticket issued by Westminster city council?

I was picking my old woman and her friend up from Covent Garden and couldn't have stopped for more than 5 minutes, if that. Just wonder whether it's merit fighting the ticket - has anyone had any success in similar circumstances?

rip it up and when they send you the similar to write an irate letter stating that there was no ticket on your car when you returned to it, even if they have records of a ticket if it werent on your car how could you know about it? i did this once here in wales and got away with it so benefit a try.
